While these processes are important, their broader value lies in how they help institutions build systems that support continuous improvement, accountability and long-term sustainability.

For Raoul J. Magcamit, quality assurance director at a Marinduque State University, this broader perspective has shaped his approach to quality assurance. Rather than treating quality assurance as a requirement that institutions address periodically, his work has focused on integrating it into planning, governance, academic development and institutional decision-making.

A Journey Rooted in Quality

When Magcamit first stepped into the role of quality assurance, the university was continuing to establish its identity within the competitive landscape of Philippine higher education in terms of quality assurance. He understood that quality assurance was not simply about passing accreditations or audits; it was about embedding a mindset of sustainability and accountability across the university.

This philosophy became the foundation for the university’s progress in both national and international rankings.

Global Recognition

Under Magcamit’s directorship and leadership of the university president, the institution achieved milestones that placed it on the global map. In 2025 and 2026, it entered the Times higher education impact rankings at rank 1501, joining institutions from 130 countries in showcasing contributions to the UN sustainable development goals, as well as the Times higher education world university rankings and Times higher education Asia rankings, both on reporter status.

The recognition provided an external measure of the institution’s contributions to sustainability and its alignment with broader global standards.

The institution also entered the world university rankings for innovation, ranked 330 in 2025 and 269 in 2026. It was among the top 400 innovative universities out of 1253 institutions across 87 countries. These results reflected its efforts to develop an innovative approach and adapt to the demands of a rapidly changing environment.

National Achievements

Magcamit’s leadership also supported the university’s standing in the Philippines. In 2021, the university attained 100 percent academic program accreditation, excluding newly opened programs, with 50 percent reaching level three re-accredited status—surpassing targets by 60 percent. It also achieved its first level four accreditation of an academic program in 2025 for the bachelor of secondary education.

The accreditation process provided assurance that students were enrolled in programs that met established academic standards.

The university also secured 100 percent program compliance through certificates of program compliance from the commission on higher education, ensuring that every academic offering was aligned with national requirements.

It became the first SUC in MIMAROPA to receive ISO 9001:2008 and ISO 9001:2015 certification and recertification and the first SUC in region IV to earn the Philippine quality award level one recognition for commitment to quality management from the office of the president and the department of trade and industry.

In December 2022, the university was conferred the most outstanding higher education institution for total quality management by the international organization of educators and researchers, Inc. That same year, the accrediting agency of chartered colleges and universities in the Philippines recognized the university as top three nationwide for the highest number of level two accredited programs.

Strategic Blueprint

One of Magcamit’s significant contributions is the strategic quality assurance plan (2020 to 2025). This blueprint became the guiding document for quality assurance endeavors and served as a reference for other institutional plans, including the strategic development plan.

By institutionalizing quality assurance, the plan provided a systematic, measurable and sustainable framework for institutional progress.

#TheHeartOfQuality is the tagline of the quality assurance division (UniQAD). It represents the division’s commitment to fostering a culture of excellence, integrity and continuous improvement.

The concept connects quality assurance with the quality of education, research and public service across academic and administrative units.

Rooted in the university’s mission to provide transformative education and responsive service, #TheHeartOfQuality reflects the collective efforts of stakeholders to uphold national and international standards. It emphasizes accountability, evidence-based decision-making and participative governance, ensuring that policies, processes and programs are aligned with local and global quality benchmarks while advancing quality, innovation and sustainability.

The tagline also reflects the role of the UniQAD as a partner in academic governance and institutional development, supporting the university’s ability to remain competitive, resilient and future-ready.

Ultimately, #TheHeartOfQuality reflects the view that quality assurance is not confined to compliance but is a shared responsibility and purpose driven by the people who contribute to the institution.

Impact on Students and Stakeholders

The outcomes of quality assurance extend beyond institutional recognition. Students gain access to programs benchmarked against established standards, while accreditation and compliance processes help ensure that their education meets rigorous requirements and prepares them for careers and advanced studies.

His work is also anchored in the lessons and wisdom of his mentor, Dr. Julieta L. Go, previous quality assurance directors and supervisors and former presidents Prof. Dr. Diosdado P. Zulueta, Dr. Merian C. Mani and Dr. Romulo H. Malvar, as well as Officers-in-Charge Dr. Leodegario M. Jalos, Jr. and Dr. Verna Liza L. Capiña.

The experience demonstrates that quality assurance can be viewed not as a hurdle but as a strategic tool for empowerment. As the institution continues its quality and sustainability efforts, the broader lesson is that quality assurance, when supported by vision and commitment, can serve as a foundation for sustainable institutional development and excellence.
